To conduct an internal analysis of corruption risks in the activities of the state body, by order of the KSU “East Kazakhstan Regional Specialized Children’s and Youth School of the Olympic Reserve in Athletics” of the UFK and the East Kazakhstan Region No. 53 dated 10/20/2020, a working group was established as follows:

4) Tebisova A.E. – Head of the Department of Physical Culture and Sports of East Kazakhstan region.

Type of analysis: internal analysis of the activities of the KSU “East Kazakhstan Regional Specialized Children’s and Youth School of the Olympic Reserve in Athletics” of the UFK and the East Kazakhstan Region in order to identify corruption risks.

The purpose and objective of the analysis: identification of established practices, conditions and causes of corruption risks.

The analysis period: from September 9, 2019 to October 22, 2020.

The Working Group conducted an internal analysis of corruption risks in two directions:

Identification of corruption risks in regulatory legal acts affecting the activities of the institution.
Identification of corruption risks in the organizational and managerial activities of the unit.
In the direction of “Identification of corruption risks in regulatory legal acts affecting the activities of the institution”, the following have been studied:The Labor Code of the Republic of Kazakhstan dated November 23, 2015, the Law of the Republic of Kazakhstan “On Physical Culture and Sports” dated 07/03/14. No. 228-V, Law of the Republic of Kazakhstan “On Public Procurement” dated December 4, 2015 (subject to amendments dated 06/29/2020), Standard Rules for Conducting Internal Analysis of Corruption Risks dated October 19, 2016, approved by Order of the Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs and Anti-Corruption No. 12, Order of the Minister of Culture and Sports of the Republic of Kazakhstan “On the approval of a list of types of physical culture and sports organizations and the rules of their activities, in which the educational and training process for the preparation of sports reserves and high-class athletes is carried out” No. 106 dated November 22, 2014, the Standard of the state service “Acceptance of documents to children’s and youth sports schools, sports schools for the disabled” (to the order of the Minister of Culture and Sports of the Republic of Kazakhstan dated April 17, 2015 No. 139), Order of the Minister of Culture and Sports of the Republic of Kazakhstan “On approval of the Rules for certification of coaches and sports referees” dated November 19, 2014 No. 100.
In the direction of “identification of corruption risks in the organizational and managerial activities of the unit” There are no facts of a conflict of interest, affiliation of employees with the head or his deputies. The team is working stably, and no violations of the accepted anti-corruption restrictions and prohibitions have been revealed.

 2.1. For public services

The KSU “East Kazakhstan Regional Specialized Children’s and Youth School of the Olympic Reserve in Athletics” of the UFK and East Kazakhstan Region provides a state service “Acceptance of documents to children’s and youth sports schools, boarding schools for the disabled”. Quantitative data on public services rendered in 2020: January – 0, February – 18, March – 11, April – 0, May – 0, June – 0, July – 0, August – 0, September – 28, October- 20, November – 10, December – 46.

According to the results of the analysis, no conflicts of interest were identified, and violations in the procedures for conducting public services were not established.

2.2. On public procurement

In 2019, the amount of the annual plan is 66419774.00 tenge, the number of points of the plan is 280, of which 18 points are by way of requesting price offers for a total amount of 13101156.00 tenge. By means of an open tender, there are 21 points of the plan for a total amount of 22242822.00 tenge. Using a single source method, there are 241 points of the plan for a total amount of 310,757,97.00 tenge.

In 2020, the amount of the annual plan is 100417002.77 tenge, the number of points of the plan is 282, of which 91 points of the plan are by requesting price proposals for a total amount of 7341540.40 tenge. By means of an open tender, 16 points of the plan for a total amount of 29764650.00 tenge, from one source for failed purchases (by means of a request for price proposals and an open tender), 14 points of the plan for a total amount of 23135749.95 tenge. Using a single source method, 161 points of the plan for a total amount of 40175082.50 tenge.

According to the results of the analysis of conflicts of interest, no violations in public procurement procedures have been identified.

2.3. On personnel management.

During the period from 09/05/2019 to 10/20/2020, an employment contract was terminated at the initiative of an employee with 16 employees (1 – due to a change of residence, 3 – with a transfer to another organization, 5 – at their own request, 6 – part-timers, 1 – due to reaching retirement age and the expiration of the employment contract).  Upon termination of the employment contract, employees were obligatorily served with a notice of termination with registration in the journal at least 30 calendar days in advance.

There have been no disciplinary actions during this period.There are no facts of hiring persons who had previously committed a corruption offense, a criminal offense, since, when applying for a job, along with other necessary documents, it was required to provide a certificate of the presence or absence of a criminal record. The team is working stably, there is no staff turnover, and no violations of accepted anti-corruption restrictions and prohibitions have been revealed.

During the period from September 5, 2019 to October 22, 2020, there were no complaints, statements and appeals about corruption on the part of employees of the organization according to the listed information sources.

There were no negative reviews or publications about the school’s activities in the media.

According to the results of the analysis of corruption risks, there were no identified documents affecting the activities of the institution that contribute to the commission of corruption offenses.

Internal analysis of corruption risks of the KSU “East Kazakhstan Regional Specialized Children’s and Youth School of the Olympic Reserve in Athletics” of the UFK and the East Kazakhstan Region.

KSU “East Kazakhstan Regional Specialized Children’s and Youth School of the Olympic Reserve in Athletics” of the UFK and the East Kazakhstan Region (hereinafter referred to as the School) was conducted in accordance with paragraph 5 of Article 8 of the Law of the Republic of Kazakhstan dated November 18, 2015 “On Combating Corruption” and paragraph 2 of the Standard Rules for conducting internal Analysis of Corruption Risks approved by the Order of the Chairman of the Agency of the Republic Kazakhstan on Civil Service Affairs and Anti-Corruption dated October 19, 2016 No. 12, Director’s Order No. 22 dated February 23, 2021.

Areas of internal analysis of corruption risks:

1) identification of corruption risks in regulatory legal acts affecting the activities of the department;

2) identification of corruption risks in the activities of the object of internal analysis of corruption risks in personnel management, conflict of interest resolution, and provision of public services.

The observed period is from January 1 to December 31, 2021.

The school is a municipal state institution funded from the regional budget, carrying out work in the field of physical culture and sports, established by Resolution No. 300 of the East Kazakhstan Regional Akimat dated November 13, 2013 and approved by the order of the State Institution “Finance Department  East Kazakhstan region” dated December 5, 2013 No. P-1028(k). The building area is 11132.2 sq. m., the arena area is 7743 sq. m. m, seats – 910, treadmills – 6, tracks in the center – 8, circle length – 200 m., 8 tracks of 110 m (warm–up), specialized sectors – 6 (sector for long jump, triple jump, high jump, pole vault, hurdling 60 m., sprinting, middle- and long-distance running, athletic walking, shot put).

The school’s budget supports the Olga Rypakova athletics center with an international certificate of the second category.

The subject, purpose and task of the Institution is:

– involvement of children and young men in systematic sports, education of physical, moral and volitional qualities, improving the level of sports skills, training candidates for national teams; identify in the process of systematic training capable children and young men to attract them to specialized sports in sports schools; ensuring the training of sports reserves, candidates for national teams of the city, regions, republics and the education of high-class athletes.

The institution creates conditions for regular year–round classes, organizes a system for selecting capable students, an educational and training process, systematically conducts sports competitions, etc.
